civil law

The law of citizens: the law which the people of a state ordain for their own government.  By "the civil law", absolutely taken, is understood the civil or municipal law of the Roman empire, as comprised in the institute, code, and digest of the emperor Justinian, and the novel constitutions of himself and predecessors.
